According to todays ADP National Employment
Report , private sector employment decreased by 693,000 in December.
The ADP National Employment Report, created by ADP Employer Services, a
division of Automatic Data Processing, Inc.
(ADP) , in partnership with Macroeconomic Advisers, LLC , is
derived from actual payroll data and measures the change in total nonfarm
private employment each month.

Beginning this month, the ADP Report will incorporate methodological
improvements intended to improve the correspondence between the nonfarm
private employment estimates shown in the ADP Report and estimates
published in the Bureau of Labor Statistics Employment Situation Report.

Nonfarm Private Employment Highlights - December Report:

According to Joel Prakken, Chairman of Macroeconomic Advisers, LLC,
“Nonfarm private employment decreased 693,000 from November to December
2008 on a seasonally adjusted basis, according to the ADP National
Employment Report. This months ADP Report incorporates methodological
improvements intended to improve the correspondence between the nonfarm
private employment estimates shown in the ADP Report and estimates

Prakken added, “Decembers ADP Report estimates nonfarm private employment

ABSTRACT The article examines the degree of institutionalization of the Guatemalan party universe across four areas: the pattern of interparty competition; the rootedness of parties in society; the legitimacy accorded to parties and democratic institutions; and the nature of internal party organization. Guatemala displays an extremely inchoate party structure across all these variables. There is no stability in the identity of the main parties in the polity. After more than two decades of electoral democracy, no single party has been able to avert a drift into electoral irrelevance or outright disappearance. With respect to the basic facets of internal party organization, Guatemalan parties exhibit a feebleness so pronounced that their very status as parties is questionable. In general, Guatemalan “parties” only fulfill Sartoris minimalist definition as organizations that field candidates for public office, but offer nothing more substantive. The obstacles to building a well-functioning liberal democracy in Guatemala are many and often acknowledged: the legacy of an overbearing military stemming from the “counterinsurgency state,” an inordinate degree of income inequality and poverty, and a large indigenous population that is fundamentally absent from political life, among others (Jonas 1991; Poitevin 1999). But the legacy of the countrys wretched past also includes another crucial element that often goes unmentioned: the peculiar nature of its party universe and its parties. This essay qualitatively assesses the degree of institutionalization of the Guatemalan party system. The variables used for this task are those conceptualized by Mainwaring and Scully (1995) in their pioneering work: the pattern of interparty competition, the rootedness of parties in society, the legitimacy accorded to parties and democratic institutions, and the nature of internal party organization. While these components of institutionalization can surely be correlated with one another, empirically speaking, party systems do not necessarily exhibit uniformity across these variables; that is, they may be hybrid and underinstitutionalized in some respects while adequately institutionalized in others. This article will show that the Guatemalan party universe is exceptionally inchoate across all the aforementioned four elements. Comparative studies of Latin American party systems have usually ignored Guatemala, not least because of the marginal role that parties in this country play in the political process. This study seeks to fill this gap and provide a case study of underinstitutionalization virtually without parallel in the region.

One of the distinguishing features of the International Conference on Population and Development (ICPD) in Cairo in 1994, (1) and its five-year follow-up by a special session of the UN General Assembly in 1999 (ICPD + 5) (2) is that they moved beyond rhetoric to define reproductive health, including sexual health, in the context of primary health care and to provide countries with specific goals, objectives, and targets, in order to provide quality sexual and reproductive health information and services. These reflect an international consensus on what needs to be achieved, requiring a combination of programme initiatives, public health policies, legislation, educational capacity building and community-wide efforts. Until recently, little interest has been expressed by medical educators in integrating sexual and reproductive health in the medical curriculum. Significantly, no international group that is representative of medical educators or the medical profession attended either ICPD in 1994 or the 1999 Special Session of the UN General Assembly, with the exception of the Commonwealth Medical Association.

Swedish hotel property company Home Properties AB (OMX Stockholm: HOPR) said on Friday (9 May) that it has agreed to acquire two properties adjacent to its hotel property Clarion Hotel Wisby in Visby, Sweden. The net proceeds from the sale of each series of senior notes in the offerings are expected to be used to finance, in part, the acquisition of AMC Entertainment Inc. by Marquee Holdings Inc., a newly created investment vehicle owned by affiliates of J.P. Morgan Partners, the private equity arm of JPMorgan Chase Co., and affiliates of Apollo Management, L.P., a private investment firm. The closing of the merger is subject to certain terms and conditions customary for transactions of this type, including receipt of shareholder and regulatory approvals and the completion of financing. Upon consummation of the offerings of the senior notes by each of Marquee Inc. and Marquee Holdings Inc., the proceeds will be deposited into separate escrow accounts for the benefit of the holders of each series of notes pursuant to the terms of separate escrow agreements. Each of the escrow agreements will provide that the escrow agent may only release the escrow proceeds upon the earlier of (1) January 31, 2005, and (2) the satisfaction of certain conditions, including, among other things, the completion of the merger between AMC Entertainment Inc. and Marquee Inc., a wholly owned subsidiary of Marquee Holdings Inc., with AMC Entertainment Inc. remaining as the surviving entity (the “Merger”) and related transactions. Federal agencies seek improvement in quality in establishment surveysQuality in Establishment Surveys is a Federal report that examines the potential sources of error in Government surveys of business establishments. Not intended as either a springboard for defining standards or a means of evaluating current practices, the interagency report aims to provide survey practitioners with useful reference and guidance in designing and refining establishment surveys. Information for the report was garnered from a questionnaire concerning the survey design practices for 55 Federal establishment surveys from nine agencies. Errors occur in surveys at two possible points: in the sample design and estimation (sampling error) and in the survey methods and operations (non-sampling error). Errors of either variety can be variable, that is, randomly introduced and distributed, or instances of bias, that is, nonrandom, systematic error. Control of both of these is important to establishing the quality of the survey. Sampling error results from (1) the sample design itself and (2) the method of estimating the probability of occurrence in the entire population of a feature characterizing the sample population. The sample design may contribute to errors in a number of different ways. First, because establishment surveys are usually dominated by a select few units, differential sampling by establishment size is performed, often involving certainly selection for the larger units. In some cases, very small units may be given zero probability of selection and may thereby be altogether excluded from the target population. Second, conflicting design objectives may result in tradeoffs having to be made wherein reliability may be compromised, or at least not improved. For example, when detailed publication cells are required, the size of the sample must be increased, often without a concomitant increase in reliability in the aggregate cells. Finally, the requirement for revision and updating of the survey design may result in several kinds of error. Issues that must be faced during survey redesign involve the continuity, availability, and current analyzability of the data. In respect of the first of these, very often the usefulness of the data depends on longitudinal features as much as on current measurement. Errors resulting from sampling estimation have two sources: the actual estimator used and the approach to the estimation of variance used. As regards the former, there are four commonly used estimators, each with its own peculiar advantages and disadvantages. The direct expansion estimator, given by [Mathematical Expression Omitted] where Y [caret] is the estimated total, [W.sub.i] is the weight applied to sample unit i, and [Y.sub.i] is the reported value of sample unit i, has the advantage of being operationally simple, unbiased, and linear in its variance estimator. Its chief disadvantage is that is it not very efficient. The ratio estimator, [Mathematical Expression Omitted] where X and Y are at least moderately positively correlated features of the population of interest and X is the complete enumeration total of the [X.sub.i], is an improvement over the direct expansion estimator because of the existing correlation, but is biased due to its nonlinear form and confronts the researcher with the problem of deciding whether to use ratio estimates formed separately for each sampling stratum and then summed across all strata or formed for all the strata combined. The link-relative estimator, which is similar to the ratio estimator except that only reported values of [X.sub.i] and [Y.sub.i] are used and weights may not be included, is considerably biased in practice because the units reporting are rarely representative of the universe in question. The unweighted estimator is severely biased, even as regards trends, but is sometimes employed because it is simple and inexpensive to use.
